Huh?! You mean they didn't consider it an emergency before?

This would be downright comic - declaring a state of energency in Iraq - if it didn't mean that things are going to get worse. Sounds to me like shorthand for state of dictatorship. For th egovernment to only now recognize a state of emergency is just silly - however, to declare one under these circumstance sounds like cover for the wholesale violation of human rights.
