What's happening in the fence post?

I'm not sure. The post has been there about 30 years. It's made of locust so it will never rot. Some lilac has grown up around it and in the hole meant for the top rail I have seen two chickadees. That is, they have flown in, and they have flown out - several times. Looks to me like possible tenants. I really think they should look for a high rise somewhere. This is only about three feet off the ground. But I assume they know what they are doing.
