Whose Scout? What soldier? Which War?

Can you read it? I think I can make out the word "scout" but what is the first word? Who is this and when was this picture taken? And are there any active Scouts in your family today?

The Fourth and more

As we were approaching the Mayflower II I suddenly got that feeling I sometimes get at an airport when I see a plane we are about to board.
