Trick question? Yes. By "frozen water" I mean water that is frozen by using a high shutter speed - which I did here and in the next image. What grabbed me here was the difficulty in telling the difference. The more I looked at the images the more I understood that ice has simply stopped the water - how it looks depends on the amount of air in it and, of course, the interplay between it and light.
